		<description>Are you aware we already have cap and trade?

You see we used to have a problem with Acid Rain.  It was caused by SO2... or sulphur dioxide.  You couldn&#039;t watch a news story in the 80&#039;s without hearing about it.  So the US government passes a cap and trade law in 1990 to stop it.

We heard all the same arguments.  Biggest tax increase ever.  Energy costs will spike.  Blah, blah, blah.

The results?

Economic effect... nil.  

Cost of energy effect... nil.  Average energy cost increased at about the same rate they always had (leveled off a little, but not enough to draw conclusions from).

Environmental effect... huge.  40% reduction in SO2, 65% reduction in Acid Rain.  In 2007, they met the long term goal of 8.9 million tons of emissions of S02... 3 years early.  People don&#039;t worry about it anymore.

Now you can argue if we need to address global warming at all... there is plenty of room for debate on the issue.  But Cap and Trade is a proven effective way to control emissions.  It&#039;s inexpensive as well. 

If you think it&#039;s necessary to address CO2 emissions... then Cap and Trade IS the way to do it.</description>
